Counselling itself is a very important process that rightly commenced after the NEET-PG 2023 results are declared. On the basis of College status, different counselling authorities of different states have been assigned to carry out the counselling process to fill the seats of Medical Colleges.
MCC i.e. Medical Counselling Committee is the sole authority to conduct All India Counselling for the colleges of different stature in various quotas for Postgraduate seats. MCC conducts PG Counselling in online mode only.
From 2023 onwards, all the rounds will be carried out by the MCC itself. From the first Round to the stray round vacancy, MCC will conduct the counselling. None of any vacant/unclaimed seats will be reverted to the respective state quota.
The candidates who have successfully qualified in the NEET-PG will be required to participate in the counselling by visiting the official website of MCC at https://mcc.nic.in. MCC has defined the role of Counselling for the following stature of Medical Colleges.
Two separate rounds of counselling are being conducted for 50% All India Quota. However, the Mop-up round of counselling is only conducted by MCC for Deemed/Central/ESIC and AFMC Institutes.

There will be more than 6000 Medical Colleges and 650 Hospitals participating in the NEET PG Counselling 2023. To participate in the NEET PG Counselling 2023, Students must qualify for the NEET-PG Exam conducted by the National Board of Examinations.
Only NEET PG 2023 qualified students will be able to participate in the NEET PG Counselling 2023 conducted by MCC, New Delhi.
To participate in the All India Quota for Deemed/Central/ESIC and AFMC Institutes, Candidates are required to register themselves at the official website of MCC. Requisite Registration/Counselling fee needs to be paid along with basic academic details, active E-mail ID for future interaction, choice of specializations, and preferred colleges.
For the remaining 50% of State quota seats, PG Counselling is being carried out by distinct state counselling authorities. PG Counselling conducted by state medical bodies can either be online or offline mode.
Important dates, registration forms, and other details for state quota seats will be released by the respective state counselling bodies. NEET PG Counselling 2023 for PG seats in Private Universities in the state is also being carried out by the state counselling body for 100% state quota seats.
NEET PG Counselling 2023 is conducted by MCC in All India Quota in various Deemed and Central Universities while for the state quota seats, distinct state counselling authorities carried out separate counselling for the seats in the concerned state in 50% Government colleges and 100% Private Institutions. The cutoff is the basic eligibility criteria that need to be obtained by any NEET PG 2023 aspirant who wants to participate in NEET PG Counselling 2023. Only MBBS doctors who have gained the minimum cutoff percentile would be eligible for the NEET PG Counselling 2023. Based on the percentile scored by NEET PG 2023 aspirants, the seat allotment will be done.
Last year in 2022, the Medical Council of India with the consultation of MoHFW, Govt. of India lowered the cutoff by 25th Percentile for candidates belonging to all categories. Seat allotment is one of the main events in the entire counselling process. After completing the registration process for Round 1 of NEET PG Counselling 2023, DGHS, New Delhi conducts the seat allotment process.
NEET PG Counselling 2023, seat allotment will be done on multiple factors like NEET PG Rank, Choices of Colleges & Courses filled, availability of seats, and reservation criteria.
MCC will release the NEET PG 2023, seat allotment letters for shortlisted candidates on the official portal of MCC.
The letters contain details of the candidate, secured rank, scored marks, category, allotted college, and the reporting schedule. After having the seat allotment letter, candidates will be required to report to the allotted college.
Candidates must report to the allotted college physically for document verification and to confirm their PG seat in the Top Medical College across the country. A required list of documents that need to be carried out while visiting the college is listed below.
MBBS/BDS Candidates participating in round 1 of NEET PG Counselling 2023 will be available with certain options that need to be opted-out by the candidates themselves. The following options have been elaborated based on the status of the candidates.
Free Exit: Free Exit stands for the circumstance when a candidate does not report to the allotted college within the specified time after the seat is obtained in the first round of counselling. Such allotted seats will stand cancelled and this is termed as a ‘Free Exit’.
Accept the Seat: A candidate can accept the seat allotted in the first round of NEET PG Counselling 2023 if he/she is satisfied with the allotted seat. Candidates then report to the college and secure their seats by paying the requisite tuition fees.
Upgradation of Seats: A candidate can participate in round 2, if not satisfied with the Seat/College allotted. Candidates can opt for the upgradation but in case the seat is not upgraded during the 2nd round of NEET PG Counselling 2023, then the seat allotted in Round 1 will be retained.
Round 2 of the NEET PG Counselling 2023 will be the same as Round 1. It is just a sequence of events occurring after the completion of Round 1. Relevant notification will be out on the official portal of MCC.
If a candidate wants to upgrade Course/College, then it is mandatory to fill fresh choices of courses and colleges. It will be obligatory to be filled by all the candidates, who wish to participate in Round 2 of NEET PG Counselling 2023.
MCC conducts Mop-up Round which can also be referred to as the final round of PG Counselling but it is only confined to the admission to Deemed/Central Universities and ESIC Institutes.
If seats remain vacant after the Mop-up round, then the same will be reverted to the respective state government quota as well. NEET PG Counselling 2023 Mop-Up round process has been discussed below.

Distinct states of the country own its Medical Counselling Authority, which conducts the counselling for NEET PG 2023 for the remaining 50% state quota seats and 100% seats in Private Institutes. NEET PG Counselling for state quota will cover 50% of seats in the government colleges of the respective state and 100% of seats in the private medical institutes.
The state counselling authority will release the NEET PG state merit list of eligible candidates on the basis of choices filled, state rank, reservation criteria, and domicile rules. Eligible candidates will be then able to secure seats in MD, MS, and PG Diploma Courses in the respective state.
